Jake A. Plante, Ed.D., has over 40 years of energy and environmental experience. After 3 years in local government, he spent 30 years in Washington, D.C. at the U.S Department of Energy and the Federal Aviation Administration, where he served for many years as the Office of Airport’s National Resource Expert on Air Quality and Noise. Currently, he is an Adjunct Professor in the Environmental Studies Department at University of New England in Biddeford, Maine. He received his Masters (1975) and Doctorate (1977) from the University of Massachusetts School of Education in Amherst.
Marcia L. Harrington, MBA, has 20 years of survey research and management experience, overseeing projects for a variety of government, private, and non-profit organizations. With a specialty in program evaluation and service quality measurement, she has managed projects ranging from evaluations of federal benefit programs, to assessments of healthcare strategies, to service quality measurement studies for financial and telecommunications firms. She formerly worked on U.S. development assistance as both a congressional aide and a lobbyist and lived in Senegal. She graduated from Oberlin College in 1980 and earned her Masters in Business Administration from American University in 1986.
